This number is merely a registration number that allows you to pay the proper taxes involved in the purchase, as well as do buisness and more. This number the "Numero de Identificación extranjero" or foreign identification number can be solicited for you by your agent, lawyer or designate, or if you wish to stand in a line for several hours then wait for several hours more inside the offices, you may solicit it yourself! You need to fill out a form , make two copies of it, two copies of your passport, you will need the name of your mother, her maiden name and your fathers name to fill out the form, as well as an address in SPAIN where they are to send your NIE number certificate. You or your designate MUST present the form and copies with your ORIGIAL PASSPORT!! OR a NOTARIZED COLOUR PHOTOCOPY. ONCE your NIE is presented, it will take from 5 weeks to 3 months to obtain your number. I have help and contacts that could, in an emergency, obtain your NIE number faster. IF you wish, come with me personally to the Foregin Registration Dept, I can arrange for you to have your NIE NUMBER and/or RESIDENCY THAT SAME MORNING! RESIDENCE PERMITS are not needed live and work here. Once you have your NIE number, you then go to the CITY or TOWN HALL and get REGISTERED or "Empadronado" as they say in Spanish, and once registered with the town hall and your NIE in hand, you may work and live here legally. You may solicit a RESIDENCY PERMIT, you will still have to register with the town hall, but you can move around and live and work anywhere in Spain, altho with your NIE number, if you wish to move somewhere else, you only need to get registered at the Town Hall of your new place of residence. Residents just like the local Spaniards, have a 25% discount on travel costs by air or by boat to the mainland of Spain. My office can help you in this direction, as we can obtain and have obtained important discounts for clients who make large purchases etc. Residents do not have to deposit a 3% fee of the selling price of their property to the notary when they sell their property. Residents who own their property since before 31st of December 1989 and then sell it do not have to pay any capital gains tax.
